Why do I need a CSL?
In other than 1 and 2 family dwellings where permits can be secured by the homeowner, the Ma State Building Code requires on site supervision by a licensed construction supervisor. A permit for the same work must be secured by a licensed construction supervisor. The supervisor securing the permit can designate a person to supervise work in their absence. The designee shall also be a licensed supervisor but need not be on the permit application. If the project is subject to construction control ( 35,000 CF of interior space or unique construction) the design professional can act as the construction supervisor but must be on site for all "on-site presence" requirements as specified by the code. The ability for the design professional to be on site during all code required milestones is usually not the feasible and the CSL holder ends up bearing the responsibility for on site supervision. For on site presence requirements please see 110.R5.2.12 On-site Presence of Supervisor in the IBC MA Amendments.
